25th meeting of COOMET Committee

On 26-28 May, 2015, according to the schedule of meetings of COOMET structural bodies, the 25th meeting of COOMET Committee, the 13th meeting of COOMET Joint Committee for Measurement Standards and the Seminar dedicated to the 15th anniversary of CIPM MRA, “15 years of CIPM MRA: the problems of implementation and the ways of efficiency improvement” were held. The meetings took place in Khujand, Tajikistan.

The objectives of the activities were to discuss issues on COOMET development, implementation of the “Arrangement on Mutual Recognition of National Measurement Standards and Calibration and Measurement Certificates Issued by National Metrology Institutes” (CIPM MRA), performance results in “Legal Metrology”, “Information and Training”, “Quality Management” and cooperation with the International Bureau of Weights and Measures (BIPM) and the International Bureau of Legal Metrology (BIML).

On May 26, 2015, the 13th meeting of COOMET Joint Committee for Measurement Standards was held, during which the Chairpersons of Technical Committees made presentations on the TCs activities in 2014 and tasks for 2015.

The same day the seminar was held, dedicated to the 15th anniversary of the CIPM MRA “15 years of the CIPM MRA: The problems of realization and the ways of efficiency improvement” that was attended by 30 participants from 11 COOMET member countries - Azerbaijan, Belarus, Georgia, Germany, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan and Ukraine, and also by the Director of the International Liaison and Communication Department of the International Bureau of Weights and Measures (BIPM) A. Henson. The seminar was organized and conducted by the COOMET Technical Committee TC 4 “Information and training”. The moderation of the seminar was provided by the TC 4 Chairperson P. Neyezhmakov.

Objective of the seminar was to develop COOMET position on the efficiency improvement of the CIPM MRA for the joint presentation of JCRB for the seminar on the CIPM MRA review in October 2015 during the meeting of the Directors of National Metrology Institutes (NMI), and COOMET position for the discussion within JCRB on confirmation of CMC based on the results of comparisons.

The following reports were presented at the seminar:

• state and prospects of the CIPM MRA (P.Neyezhmakov, Ukraine);

• highlights of the CIPM MRA implementation and the position of RMOs (Ch. Kuanbayev, Kazakhstan);

• issues on confirmation of CMC based on the results of comparisons (A. Chunovkina, Russia).

During the seminar the participants discussed the issues of organization within Technical Committees the ongoing COOMET comparisons and problematic issues of the implementation of CIPM MRA.

Based on the results of the seminar it was decided the following:

– to prepare the COOMET position on the efficiency improvement of the CIPM MRA for the joint presentation of JCRB;

– Chairpersons of COOMET TCs to monitor constantly the comparisons published in KCDB as well as CMC posted for peer review on the JCRB website, also to provide quickly response to the notifications sent by KCDB;

– Chairpersons of COOMET TCs in their activities to be guided by the requirements of the CIPM MRA guideline documents on comparisons and CMC peer review;

– to prepare the COOMET position on the CMC confirmation based on the results of comparisons for the discussion within JCRB.

The results of the seminar are very important for the COOMET activities on the implementation of the CIPM MRA.

COOMET Committee members and their official representatives, Chairpersons of COOMET Technical Committees and representatives of COOMET National Secretariats from 12 COOMET member countries (Azerbaijan, Belarus, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Germany, Russia, Tajikistan, Uzbekistan and Ukraine), representatives of international metrological organizations: A. Henson, the Director of the International Liaison and Communication Department of the BIPM; Ya. Danmil, Deputy Director of the BIML; Yu. Duan, Deputy Director of the National Institute of Metrology of China, and R. MacCutchen, Regional Representative for the Environment, Science, Technology and Health of the USA Embassy in Kazakhstan took part in the 25th COOMET Committee meeting.

17 agenda issues were considered at the meeting, including:

• separation of powers of COOMET President and Vice-Presidents;

• main results of COOMET activities in 2014;

• set of issues related to the implementation of CIPM MRA;

• results of the 33th JCRB meeting and the 49th meeting of the International Committee of Legal Metrology (CIML) and COOMET tasks arising from its decisions;

• COOMET Quality Forum activities;

• COOMET activity in Legal Metrology;

• COOMET activity in Information and Training;

• establishment of СООМЕТ structural bodies and appointment of Chairpersons of Technical Committees and Subcommittees.

СООМЕТ Secretariat provided information on the implementation of decisions of the 24th COOMET Committee meeting.

When considering issues related to the implementation of CIPM MRA, the significant attention was paid to the carrying out comparisons of measurement standards of National Metrology Institutes (NMIs) of COOMET member countries. It was noted that the tendency for increasing the total number of published in the key comparisons database of BIPM (KCDB) CMC-entries of COOMET member countries remains. The total number of CMC-entries of Belarus, Georgia, Kazakhstan, Cuba, Moldova, Russia and Ukraine (data provided by COOMET), also Bulgaria, Bosnia and Herzegovina, Lithuania, Germany, Romania, Slovakia and Turkey (data provided by the European Association of National Metrology Institutes (EURAMET)) is 5175.

P. Neyezhmakov as COOMET Vice-President responsible for the cooperation with the JCRB, reported on the JCRB activities and decisions related to the implementation of CIPM MRA, including: organizing and conducting comparisons, preparation of CMCs, conducting regional and interregional peer review of CMCs. The information was provided on COOMET participation in interregional peer review of CMC-entries of other Regional Metrological Organizations (RMOs). Following the discussion of these issues the several decisions were adopted related to the quality of intraregional peer reviews of CMC-entries and the shortening of terms of interregional ones.

The participants of the meeting discussed in detail the results of the 33th meeting of JCRB, the 49th meeting of CIML and the RLMO Round Table, and COOMET tasks arising from its decisions.

Chairpersons of COOMET Quality Forum and TC 3.1 “Technical Committee of COOMET Quality Forum” provided information on the activities on the organizing and conducting of peer reviews of quality management systems in NMIs as a necessary component of the implementation of CIPM MRA.

TC 4 Chairperson P. Neyezhmakov informed the participants of the meeting and provided the report on activities of Technical Committee TC 4 “Information and training” in 2014, conducted training seminars and preparation for the VI International Competition “The Best Young Metrologist of COOMET 2015” that will be held on 17-18 June 2015 in Kyiv.

During the meeting a number of COOMET publications were considered and approved, including agreed and reviewed COOMET Document D5.13/2015 “Regulations on TC 4 “Information and training” and COOMET Recommendation R/IT/7:2015 “Procedure for preparing certificates of training, study visits and up-skilling within the framework of CООМЕТ”.

The new Chairpersons were approved during the meeting:

- ТC 1.4 “Flow Measurement” – V. Fafurin, VNIIR, Russia;

- ТC 1.9 “Ionizing Radiation and Radioactivity” - N. Moiseeva, VNIIM, Russia,

and the powers of the following Chairpersons were prolonged:

- СООМЕТ Joint Committee for Measurement Standards - A. Chunovkina, VNIIM, Russia;

- ТC 1.1 “General Metrology” - A. Chunovkina, VNIIM, Russia;

- ТC 1.7 “Photometry and Radiometry” - B. Khlevnoy, VNIIOFI, Russia;

- ТC 4 “Information and Training” - P. Neyezhmakov, NSC “Institute of Metrology”, Ukraine.

Also during the meeting it was approved to enter the position of Deputy Chairperson to the СООМЕТ Joint Committee for Measurement Standards and TC 4 “Information and training”. Ch. Kuanbayev, RSE “KazInMetr”, Kazakhstan, and S. Komisarov, VNIIMS, Russia, respectively, were appointed to these positions.

For the considerable personal contribution to the COOMET activities, the title “Honorary Metrologist of COOMET” was awarded to O. Abbasov (Azerbaijan), O. Kazakova (Belarus), V. Myhalchenko (Kazakhstan), V. Saakyan (Armenia), B. Khlevnoy (Russia), H. Vendt (Germany)
