Meeting of SC 4.1 “Support in developing the basic metrological infrastructure of COOMET member countries”

 

The meeting of SC 4.1 “Support in developing the basic metrological infrastructure of COOMET member countries” was held on 19 April 2018 in NSC “Institute of Metrology”, Kharkov, Ukraine.

8 persons from 4 COOMET member-countries (Germany, Kazakhstan, Moldova and Ukraine), Members of TC 4 a SC 4.1 as well as their representatives participated in the meeting.

COOMET Vice-President, Chairperson of TC 4 “Information and Training” P. Neyezhmakov informed the participants of the meeting that SC 4.1 was established in 2008 for the goals of РТВ-CООМЕТ. SC 4.1 activity was aimed at COOMET member countries with developing metrological infrastructure.

TC 4 member from Germany M. Ackermann and COOMET Vice-President P. Ulbig (PTB, Germany) noted that SC 4.1 activity should be extended to all COOMET member countries and implemented not only within PTB projects. One of the goals of SC 4.1 should be to identify the needs and capabilities of NMIs for holding the workshops.

COOMET Vice-President, Chairperson of TC 4 “Information and Training” P. Neyezhmakov informed that BIPM has Capacity Building and Knowledge Transfer Programme (CB&KT). Since 2016, COOMET representatives have actively participated in the workshops within the Program.

BIPM recommends and encourages regional metrology organisations to have a body for capacity building and knowledge transfer in their structure.

As this area relates to training, it was proposed to modernize SC 4.1 to a sub-committee with the new name “Capacity Building and Knowledge Transfer”.

During the 21st meeting of COOMET President's Council (November 8-9, 2016, Astana, Kazakhstan), it was decided to appoint TC 4 Secretary Yu. Bunyayeva (NSC “Institute of Metrology”, Ukraine) as a coordinator from COOMET for BIPM CB&KT Programme.

Taking into account the positive results of COOMET activity within the Programme and the experience in this field, participants of the meeting recommended the candidacy of TC 4 Secretary, SC 4.1 Member Yu. Bunyayeva for the position of SC 4.1 Chairperson.

Participants of the meeting discussed the SC 4.1 work plan for the short and long term.

The main goal of SC 4.1 was to identify the needs and capabilities of NMIs in holding the workshops by completing the questionnaire.

On 19 Apri 2018, Memorandum on cooperation in the field of metrology between the NSC "Institute of Metrology" and the National Institute of Metrology of the Republic of Moldova was signed.
