Fields of activity of the National Scientific Center "Institute of Metrology"

NSC "INSTITUTE OF METROLOGY" performs the following functions:

  1. Scientific Metrological Center, designated by the Resolution of the Cabinet of Ministers of Ukraine dated May 27, 2015 No. 330;
  2. Main Center of the Unified Time and Reference Frequencies Service;
  3. Scientific and Methodological Center of the Service of Standard Samples of the Composition and Properties of Substances and Materials.

In the established types of measurements, National Standards  [Read more], have been created, which ensure the reproduction, storage and transmission of units of physical quantities with the highest accuracy in the state.

By the Resolutions of the Cabinet of Ministers of Ukraine dated October 19, 2016 No. 723 and dated December 19, 2001 No. 1709, the national standard base was included in the List of scientific objects that constitute national heritage.

The subject of activity of the NSC "INSTITUTE OF METROLOGY" is:

  • carrying out fundamental scientific research in the field of metrology, as well as performing work related to the development and implementation of state programs on metrology;
  • carrying out scientific and applied research and performing scientific research related to the creation, improvement, storage, application of national standards, their verification with national standards of other states and international standards, creation of systems for transferring the dimensions of units of measurement;
  • performing work and providing services in the field of metrology and metrological activities, standardization, conformity assessment, testing, namely:
  • carrying out verification of measuring instruments used in the field of legally regulated metrology and in operation, in accordance with the field of authorization [Read more];
  • carrying out calibration of reference and working measuring instruments;
  • carrying out educational activities - advanced training of specialists in the field of metrology and metrological activities.

NSC "INSTITUTE OF METROLOGY" is accredited and appointed as a product certification body to perform conformity assessment work under three technical regulations in accordance with the scope of its purpose [Read more]:

  • Technical Regulations for Measuring Instruments, approved by the Resolution of the Cabinet of Ministers of Ukraine dated February 24, 2016 No. 163;
  • Technical Regulations for Non-Automatic Weighing Instruments, approved by the Resolution of the Cabinet of Ministers of Ukraine dated December 16, 2015 No. 1062;
  • Technical Regulations for Legislatively Regulated Measuring Instruments, approved by the Resolution of the Cabinet of Ministers of Ukraine dated January 13, 2016 No. 94. 

NSC "INSTITUTE OF METROLOGY" is accredited as the State Testing Center "Metrology" to perform tests in accordance with the scope of accreditation [Read more].

NSC "INSTITUTE OF METROLOGY" performs the functions of the secretariat of the Technical Committee for Standardization "Metrology and Measurements" of TC 63.

The performance of the NSC "INSTITUTE OF METROLOGY" of its assigned functions, the implementation of scientific research, the conduct of work and the provision of services in the field of metrology are ensured by 7 Scientific Centers, the State Testing Center "Metrology", the Product Certification Body, the Metrological Educational and Publishing Center and the relevant functional units.

The scientific potential of NSC "Institute of Metrology" is 3 doctors, 9 candidates of sciences and doctors of philosophy and 53 scientific workers.By order of the Ministry of Education and Science dated 02.02.2026 No. 141, NSC "Institute of Metrology" was included in the State Register of Scientific Institutions Supported by the State.

An important national aspect of the activities of the NSC "Institute of Metrology" is its cooperation with international metrological organizations, such as the General Conference on Weights and Measures (CGPM) and the European Cooperation on Standards (EUROMET), and the implementation of the "Agreement on the Mutual Recognition of National Standards and Calibration and Measurement Certificates Issued by National Metrological Institutes" (CIPM MRA).

The NSC "Institute of Metrology" participates in various international Advisory and Technical Committees within the framework of European cooperation.

The NSC "Institute of Metrology" carries out standardization work aimed at harmonizing standards and developing new standards in accordance with the needs of the state.
